Rear Balance Shaft

I want to buy this car, however he claims the rear balance shaft is malfunctioning and it makes a noise. He said compression test was 160 across all cylinders so it's nothing major, and hes sure its the balance shaft making the noise. However, I wanted more info on how much it would be to replace the rear balance shaft. And also how much labor would be for this if I were to not do it myself.
 
It can be difficult to distinguish balance shaft bearing noise from rod knock. Only consider this car if you will be willing to do a complete engine rebuild.
 
Now this is just me throwing my knowledge into the mix here but, if the car does run at all, does the noise you are talking about get louder as you rev the car? or does the noise stop when you do that because my car did that and it wasnt rod knock im thinking it might have to do with the oil pump shaft in some way shape or form (of course after i rebuilt my engine, just my luck). My car did this too, made a funky noise when it initially started up and the oil pressure was crap but all my rods were good no bearings in the oil pan or anything. Just my .02 though and if im wrong please someone corret me of course LOL
