i have a 1990 eagle talon tsi the old owner through a rod but when i got the got i also got a block with good internals with 160xxx miles now im only a 17 year old kid so not much on the experiance end but inside each cyl it seems smooth just a small bump up about half inch from the top of the block should i bore it out .020 over or just re-ring it?

The bump that you are feeling is likely a ridge at the top of the cylinder. That is caused by the cylinder wearing from the rings. The rings don't go all the way to the top of the cylinders so it doesn't wear all the way to the top. The ridge can be cut out with a ridge reamer. The only way to know whether or not a hone and re-ring will be ok is to measure the cylinder diameters. If there is a true ridge at the top of the cylinders than they are likely too worn to just hone and will require boring.

Two routes you can take. First replace all the bearing hone the cylinders and re-ring pistons and you are set for a good minute until you want to take everything further power wise that is. Secondroute since the engine has 160 plus thousand miles deck it bore it and go from there. i would not just drop the engine in the car the way it is if I were you it can benefit from some internal refreshment .;)
