Re-did timing belt twice, vacuum is low/jumpy

Hey guys, I did my first t-belt job on thurs night and part of friday morning because my waterpump went south so I figured I'd do that while I was in there. Anyway problem is when I started it, after it ran for alittle the vacuum wouldn't hold steady at idle. The needle on the gauge was jumpy between 17 and 19 and the oil pressure would drop low to 20psi. So I pulled it all back apart on saturday because I had the balance shafts 180 out and was hoping that would solve my problem. I checked all my timing marks over and over again both times and everything was good. Anyone have an idea of whats wrong right now? I have yet to BLT because I'm at work right now and was hoping I'd have a good place to start when I get home.
 
Well other then a BLT, by chance do you have upgraded cams?Not that these would explain the low oil pressue but I noticed a change in my vacuum after installing cams. Hopefully others will chime in with more info for ya. Hopefully the oil pump isn't going bad.
 
It is not timing related.. If your marks line up then its good.. Balance shafts will not effect how the car operates.. It will just make it shake if there no in sync.

No cams are stock.

Doesn't the rearbshaft run off the oil pump sprocket tho? I was thinking that might be related to the low oil press? I'm not really sure though. I was also thinking I might need to recheck my ignition timing?
