if the timing is off by a little bit would it cause the motor to rev at 2000 during idle?

Timing could be one factor. Many things can cause a high idle.

ya were thinking the throttle may be as well, we just did a head gasket job so that's why i'm asking, and what is a biss?

This. And there is a plastic screw on the throttle body that adjusts the idle.

If you mess with the BISS screw, you can't really do it properly on a 2g that I know of unless you have a scan tool, otherwise the ECU will counteract the adjustments you are trying to make. You can refer to this as it has some decent info on it. There is another screw you can adjust though.
