Quick question about turbo bolts/exhaust housing bolt holes

I have a chinabay 16g turbo and only 3 of the holes on the exhaust housing are threaded, I can't remember for sure, but I don't think a genuine MHI is like that, a genuine MHI has all 4 holes threaded right?
Reason for asking is I am going to buy a used MHI turbo because this POS (previous owner installed it) is junked, and I found a used MHI at a decent price, but the WG is welded shut, I was thinking of swapping over the exhaust housing from the cheap turbo, but I am pretty sure all 4 holes should be threaded, and I don't like having hokey shit on my car/s. So I might look for another turbo with non welded WG or buy a new housing.
