quick question about idle surge

I was looking into a Talon TSi that i might buy and it's idle surges up and down. I took off the LICP and the idle became normal. What do you guys think is the problem? Seems to me it might be the Mass Air Flow Sensor.
 
if you go to vfaq theres a list of thing it could be and the easiest way to check for them in order of what it probably is. i just bought a 1g talon awd 1/20/06 with the same problem and it was just the biss screw on the throttle body. check to see if theres a cap on the top of the throttle body if not then thats probably what it is ### if the cap aint on then the oring under the biss screw will get weathered and rot away...if i was you i would check that first there only $15 at the dealer to replace
