It's more of a cleaning issue. You wouldn't want to add old oil with new oil now would you? It's also so that the oil weight is consistent. You do not know what weight of oil or what kind of oil are in the lifters. When I did mine, the oil that came out was a light grey machine oil.
 
Do it until you can compress them with your fingers. If you don't, the valves might stick open maybe even enough to bend the valves.
