Problem with my idle

ok well, i first noticed that my car didnt like stay running whenever i started it, and when i did get it running, after givin it some gas, i would brake and the lights would dim and the rpm's would go down, and sometimes it would even stall. well i posted about that and got some people to tell me that it sounded like it was alternator. so i thought ok take it to my mechanic and let him look at it and see what he thinks. well he ends up telling me that there was a problem with my IAC motor or idle air control motor, and to fix it would cost some $825.00. since i had some people tell me that they think its my alternator make me wonder exactly what to do about the problem. its not really that big a deal, it more an annoiance if anything that i have to start it give it gas for a bit and the let it run before i can take off. btu anyway if some one could please give me some guidience i would greatly appreciate it.

oh and i was hear some whinning noise from the engine while i was driving in the rain, didnt know if this was normal or if it should be looked at
