Power Upgrades- what to do first

I am fairly new to DSM's but I'm learning quick thanks to you guys. Anyway, I want to start modding my 90 TSi AWD and was wondering where to start. I mean, I need brake pads and a coolant systems flush, etc., the usual upkeep stuff, but I am looking to make around 350- 400 hp to the wheels. Where do I start so as to get the best performance out of my car? Any help would be great.
