Alright, I cannot figure this out so Im hoping you guys can. With the key out of the ignition, the power to the dash, ecu, belts, everything is on, car wont shut off with the key out. I disconnected the ignition leads under the dash which power the ignition switch and it is all still on. I dont know what the hell is up with this please help.

If you did not turn the key all the way to off when you removed it then it may not have turned the switch far enough. If you have infact turned it off and unplugged the correct harness and the car is still running THEN I would suspect you have a short in the wiring harness somewhere.

To stop the engine find the fuel pump relay and unplug it and then disconnect the battery so you don't run it down. As long as the engine is running the belts will turn. If you can't find the specific relay then start unplugging them all afer you have noted where they were located. Some relays will interchange, some will not.

If someone has been playing with radio equipment wires I would disconnect those.

Once the engine is stopped replace the relays and attach the battery cable, restart the car and see if you can turn it off, if not do the relay thing again. You will need to circuit trace the run circuit and find where it's gettin additional electricity.

Hey, thanks a lot for the quick reply. I am currently giving up for the night as the temperature is dropping quickly. I do however like your ideas and will give them a shot tommorrow. I also am gonna try swapping my MPI relay. Hopefully I can find a solution and I will definately post it for everyone incase they have the same problem. Dam electical gremlins they need to die!!!!
