Cliff Notes: You need to have at least 25 posts in non-Hangout forums (which leaves Newbie, Problem Diagnosis, and Appearance), 30 days of membership under your belt, and 10 reputation points given to you by other proven members.

This is all done for very good reasons, and it shouldn't discourage you from participating here at all. Help others with your knowledge or opinions, ask well-informed questions, and before long, you'll get the hang of it.
