i was trying to set my boost down below 10psi for a project that i am doing, and no matter what i cant get it go down below 11. I closed my MBC all the way and still 11. I totally removed it and reattached all the lines, and still 11...also when i did a boost leak test i thought that i heard a lot of air moving in the o2 housing. Could my wastegate actuator arm not be closing all the way or could the spring be going out? If it is the spring how easy would it be to replace it?
 
Stock boost is between 8-12 psi so I would say you're right in the ball park. Air in o2 housing/exhaust usually points to valve overlap or a defective EGR valve.
 
so there is no way to set the psi lower than the spring is set to?
and how do i make sure the flapper is closed all the way

Remove the arm from the flapper lever, close the flapper shut and compare the position of the lever to the length of the arm.
