Tial 40mm Wastegate issue

I have a Tial 40mm wastegate running off the #1 runner on a turbonetics t3 manifold and it has the large green spring in it and its not opening. Obviously u know when it opens with the external dump on it and i hit 20psi and stilll nothing. any ideas?

Well I'm gonna ask the obvious: Is it hooked up correctly?

Also I think I remember reading its harder to control boost of of 1 runner due to the small amount of exhaust flow. Someone correct me if I'm wrong.
