Tial 40MM wastegate

I have what i was told is a 40MM Tial, it has the cooling fins and says tial... Anyways my problem is, it only has a 14lb spring and my hallman pro boost controll is set at 29PSI but the gate flys open at around 23-24psi and then it just raises to 29 psi with the gate wide open... How would i go about finding a stronger spring? And how do i know exactly which MM gate i have...
