If I rev the engine to anything past 3k rpm, then let off completely, the rpms go down and as they go down it sounds like a low popping noise coming from the exhaust, kind of like the engine is spitting or something. Is it misfiring or is it something else? and how can I fix it?
 
Typical popping in the exhaust on DECEL is caused by too rich of a condition. Check your AFR.

Also check for holes in the exhaust.

That sounds like a backfire to me.
Check your base timing and make sure that everything is lined up, with the TDC position the same on both cams. You could be getting overlap and this is what is causing the backfire.
 
All cams require a certain degree of overlap, even stock. Its call scavenging. It could be excessive cam timing but i doubt it.

if it pops (or a farting sound) and sometimes rumbles....it will be your catalytic converter...
 
I have a header and until now had a apexi n1 on my daily driver. No popping on Decel.
 
...I also never had the popping.
 
Ive had the poping both on my completely stock engine and exhaust as well as my stock engine with pacestter cat and greddy evo exhaust, really doesnt bug me though
 
that pop reminds me of ricer exhausts.....haha...just messin you guys...
 
I had pop when my p/s belt came off (the extra hp i assume). You might be running a bit rich.
