Pop-up headlights wiring

Anyone got an idea how to mod the headlights, so that they stay hidden when I turn on the lights, but rise when the button on the dash is pressed? The idea is that the light would shine through the plastic and the headlights would stay clean for the night driving...

I need the headlights to pop all the way up without turning them off. Otherwise it won't pass vehicle inspection. So no sleepy eyes nor chickelt mod for me.
