Performed Boost Leak Test, air coming out of crankcase vent hose?

Basically I have a question as to why my GVR-4 would be leaking out the crankcase vent hose (hose that recirculates back into the intake)? I can only get my Autometer Boost gauge to hold ~10 psi max and I am running 25 psi in the tester (air compressor)? If I cover the crankcase hose with my finger to stop the leak, I hear the oil start bubbling in the valve cover. I can't seem to find exactly what I am looking for in search and FAQ, so if you anyone could help or even link me to a thread with my problem I would appreciate it greatly.

Also I would like to add that I am seeing roughly 21 psi and am "leaking" down to about 15psi in the higher RPM. I am sure it is not boost spike and I feel that the boost leak test has a lot to do with the leaking psi when boosting, am I correct to think this? I am running a Big 16G turbo with a Evo III Manifold, Evo III o2 Dump, Full 3" Exhaust, FMIC with IC hard pipes, stock 1g BOV if that helps with the diagnosis.

may be a leaky PCV. block it off, try it again, and see what happens.
