I'm assuming that the OP means that the OBDII readyness test is showing incomplete for the cat.
 
Put your cat back on and a couple of my buddies do fake smog but I don't think you want to do that. My car is regustrated in a different place so I don't do smog ever.

Do they require a emissions test or just a visial for the cat? Any old tube that looks like a cat will work for the visual. Either way any of the suggested posts should help you pass an emissions test if needed. My last exhaust was band clamped together so I could easily switch between the high flow cat and test pipe.

I have a dsm link but problem is I'm trying to pass inspection.
I have a Megan racing downpipe with no cat , and I have a t-28, auto meter wideband ,and everthing is stock . My problem is I can't pass inspection because my cat has incomplterd . What can I do ?
Passing inspection in Texas can be a PITA sometimes. Since i deal with this all the time, I cant exactly advice you to defeat the purpose of emission testing but i can share some info with you. If the station is a stickler and they check for a cat and you dont got one, they can fail the car. Now since your car has OBD II and its under 20xx model year..The system can pass you with 2 Incompletes. The OBD IIconnector we hook up in second phase of test will detect ready monitors,etc.
Normally the o2 sensors get ready the fastest and misfire ready as well. The slowest ones are the EVAP and Catalyst monitors. Usually need about 75 miles of specific pattern driving to be ready(can fluctuate per car manufacturer). You can possibly get lucky if within that mileage window by the time you take it there and could pass, but not guaranteed. Best bet is to get used to cat and test pipe swap:(
 
Yes, there is a trigger. You have an upstream and a downstream O2 sensor. Since there is no difference between the values without the cat installed, the readiness test will always show incomplete for the cat readiness.
