Definitely apply primer. I can see spots where putty was used and the original primer has been sanded through. I would probably do a quick runover with 320 to get rid of the 220 scratches, unless you plan on spraying a high build filler primer. Make sure you remove the tag and thoroughly sand that area too. I usually wet sand my primer with 600 then 800 grit before applying paint. Sometimes I start with 400 and work to 800 if it turned out rough.

You're probably going to get answers that have slightly different information if anyone else pitches in. I do what works for me. As long as you're calm and careful you can achieve an excellent paint job. The biggest mistakes come from impatience or clumsiness. Make sure it's prepped right, prep work is key.

If you just used filler over rust than the rust will still grow. As for prep I would go over the whole car again with 320 then with alcohol and a tack rag to make sure everything is clean. Also I would recommend using a filler primer. And then wet sand with 800 or 1000 grit. The Primer stage will be the most important as it will help make the entire body smooth. And use 1k primer.
