The idle air control valve would probably be your issue.

I've got acouple laying around my garage and I've used those and still same code. should I just buy a new one?

I would be suprised if you had a bunch of broken ones, maybe wiring is to blame, check the wiring going off it.

I would also look at the throttle body and clean it.

The wiring looks fine nothing out of the ordinary. Is there anyway to test the tps or the iac?

Yea I think you test the ohm's, try searching because i'm not sure.

Make sure the inside of the housing is clean on your iac...if it gets clogged up and filled with carbon and stuff then the tip wont seat right...maybe thats what triggering the code....the stepper motor isnt able to get the tip seated all the way and sending a error code....

If you know which ISC was originally in the TB when the code came up then I would test the resistance. I believe there is an article in vfaq.com. If a bad ISC isn't replaced soon enough then it can blow the ISC drivers in the ECU. Not sure what that code is for exactly, but that's where I would start to look. Here is another FAQ. DSM ISCs

When you swapped the IAC, did you clear the code? Or wait for it to go out on its own? Certain sensors require a certain amount of time to clear the code themselves. This can take many key cycles.
