Only one radiator fan spinning on 99 eclips

I have a 1999 eclipse rs and i recently bought it and after starting it today and letting it run i realized it took about 10 min for the radiotor fan to turn on but only one fan turned on. I have driven the car for a half hour and there was no overheating problems. Does the other fan turn on when the motor heats up more or is my motor malfunctioning?

The other fan goes on when your ac is on.
