Oil getting on timing belt?

A couple of months ago, I replaced my valve cover gasket because I wanted to paint it but didn't want to reuse the gasket. Also there was oil leaking by the half-moon piece and the upper right corner right under the timing belt cover. So fast-forward and today I checked my oil, it was between the notches. I then looked at the seal of the vc and nothing was coming out by the half-moon gasket so I looked under the timing belt and there is some oil.

I then tightened them somewhat more, and that upper right bolt stripped (I was barely tightening it). Also I plan to do a timing belt job soon, I already have the kit in my room awaiting install. So my question is should I address the small leak and re-thread it or is it not that big of a deal? I also noticed my belts squeaking a bit lately I'm assuming due to the oil. It's been running like this for a while leaking just a bit of oil, I'm just curious if it's that big of a deal. Thanks.
 
Is there any way possible the gasket wasn't sealed or seated properly?

Go ahead and take it apart and replace the bolt. You might have to get it retapped when you tke it to the machine shop to get the head decked. I highly suggest a decking ofthe head aswell. Some people just look over it and end up doing the jib twice, others do not. Luck of the draw, something I am not willing to do personally.
That squeal is from the oil more than likely. It will go away when you clean it up and figure out were the oil is coming from. Are you using anything when you resealed the gasket back on?
