O2 sensor not cycling at idle?

Well, my old o2 sensor seemed to be acting up, and throwing off all of my fuel trims to about 139 across. So, I ordered a brand new one from Denso at installed it. I did the long drive to see if it would correct any of my fuel trims, and it seemed to change my Mid FT to 100, but left the others unchanged. Upon closer examination I found that my o2 sensor does not even cycle unless I'm under at least partial throttle. At idle it simply reads 0.00V. I believe this might be the reason my trims are so far off, and making my car run like crap. Has anyone ever encountered this before? Thanks.
 
Mine either reads .03 or .05 at idle and very light throttle. I've tried 2 O2 sensors with the same result. Mine did this both before and after fuel compensation so it's another problem.
