O2 sensor bad?

My O2 sensor reads up and down really jaggedly, and only has a smooth line if I'm "flooring" it above 3500RPM. Is there a specific characteristic that tells you the O2 is shot?
 
It's supposed to cycle up and down smoothly about 1-2x a second when cruising, and go steady to around .92 volts or so when flooring (give or take some).

It's generally dead if it's sluggish in cycling up and down, or just sits at "low".
