Not boosting like normal

Normally my car runs 13-14 psi, but today it wouldn't boost past 9 psi. It's only like 20 degrees out today, so maybe that has somethin to do with it?
1. Check for exhaust leaks before O2 housing.

2. Perform a test run with the actuator nipple open. This should result in all out boost so let off the throttle once the pressure shoots past 15psi. If in fact you get all out boost, mbc/bcs is the problem. If problem persists, go to 3.

3. Perform a boost leak test and fix all leaks. If problem persists, go to 4.

4. Perform a compression test. If compression numbers checks out, you most likely have a dying turbo.

Make sure your boost guage line isn't pinched. It may just be that you're getting a false reading and it really is boosting higher. Same with the vacuum readings. Could just be a faulty gauge. Also, make sure you did what oldman said and check for boost leaks / vacuum leaks and try removing your MBC and take it for a spin to eliminate that as a possible problem.

thanks for the help everyone. I am going to try and run a boost leak test whenever i can get some free time. I am still running on the bcs with free mods, no mbc yet. I am hoping it is just a pinched line, because it still feels as fast at "7" psi as it did at 14.
