When I turn my steering wheel all the way right or left and back up it makes a whining noise. Power steering level is ok and cv joints are good too. So can someone throw out some more ideas so I don't have to take it to the dealer.

Um, that's normal. Asking the power steering to turn the wheels past lock is asking it to beat its head against a wall. A really hard wall. In other words, the noise is your car asking you nicely to stop hurting it. If you don't do as it asks, it will probably ask in a not-so-nice way some time soon. Cliff notes: try to avoid ever turning all the way to lock.

Remember: positive caster helps to center the front wheels, but it's only positive when the car is going forward. In reverse, all your positive caster is now negative caster. That's why you are only beating on your power steering when in reverse.
