No boost in 1st and power drop in 2nd?

I have noticed that after receiving my boost gauge, I stay in vaccuum in 1st at about -5psi then in 2nd if I go easy on the throttle when I get to about 3.5k I notice a very noticable drop in the powerband. This is under no boost in 2nd.
 
You usually have to put some engine load to spool your turbo , either that or your wastegate is not staying closed , or your turbo is bad.
