New turbo wont boost past 11 PSI?

Hello everyone,
My first post I am hoping someone can help. I just installed a PT5557 Journal bearing turbo in my 96 Talon and I have AEM Tru-boost controller hooked to wastegate and lower intercooler pipe the same as the 16g I removed. Tried all the duty cycle settings from 20 to 90% and spr setting 3 to 15. Nothing seems to make a difference. Also it is supposed to have 18-30pst actuator. doesnt seem to be any adjustment on actuator rod. Any suggestions?
 
I did not do an official boost leak test but couplings seem tight. Duty cycle from 20 to 90% moves it from 9 to 11psi. I pulled the boost controller line off plugged it and hooked the wastegate line to the bottom of the turbo the way it was set up when it was delivered and the results were the same. I will check the couplings a little closer. Any other suggestions or is does it seem like an obvious boost leak? Thanks
 
The only other thing that makes sense is a wastegate that is stuck open (even a little). Do you spool slowly?

Otherwise I had a problem once where my internal heat shield in my turbo was catching on the turbine wheel, causing it to spool incredibly slow and only boost to a certain level.
 
At first it was a little slow but adjusting spr setting and duty cycle seem to have it spooling like the 16g it just wont go past 11psi. The only thing I might think it could be is I was short a 3" to 2" coupler and just used a plumbing rubber adapter to connect it to the intake and turbo until I get the real one. It could be that but I retortqued all connections including that one and it may have been not as tight as it should have been but it never changed how it boosted. Would a slight leak cause that dramatic of a boost reduction?

Yes... I had a small leak on my UICP for my front mount... the fun coupler to get to, it was leaking and slowly causing it to slide down the pipe enough to blow off. Its not fun being on the side of a road pulling your intake off to tighten a clamp...

Also, I knew I had a leak because one day I just randomly started hitting fuel cut. Which would be caused by drawing a ton of air from the intake past the mas, but that air is just leaking out making the computer think your runnin xxxx amount of boost = cuts off fuel

A good tip is to hairspray all your fittings when you clamp them... Ive had to cut couplers off that were hairsprayed on my VW.
