Just received new OE TOB. It does not look centered. Is this normal?

Yes, that's normal. This question came up years ago and apparently it's done to distribute the wear along a wider area of the pressure plate fingers (so there's less chance of a groove wearing into them). It definitely looks odd, however, the first time one notices the offset from center.
