New down pipe.

So I replaced the exhaust mani, turbo mani and both o2 gaskets trying to find out were an exhaust leak is coming from, but it still leaks. It seems to be coming from around the down pipe were it connects to the O2 housing, or perhaps a few inches back. So it looks like I need to get a new down pipe. My main concern is passing the smog test, although I would also like more HP/trq. My hp goals are around 350 hp/trq (thinking evo3 16g) and still pass a smog test (if possible). What should I do?
