New CAS and CPS still no spark or fuel

i Just rebuilt my motor and Put a brand new CAS and CPS on. It still doesnt have any spark or fuel. I checked the ECU it looks good. I tested the power transistor and its good and I checked the coil and it is good as well. Any ideas as to what might be wrong?
 
i took out my ECU and it appeared to look good. No broken capicators or anything. Will a 97 spyder gst ECU work?
 
the 97-99 was a little different, it wont work very well, however if you start getting fuel and spark after you swap it in, then you know you are on the right trail!
 
I mean the Fuel is in the rail. Its like the injectors arnt getting the electricity needed to actually inject the fuel. Ill see if my buddy will swap me ecus for like 10 mins. As long as it wont damage the ECU when i put it in my car then were ok. Ill swap him out right quick and try to fire it up. Also, i dont have the radiator attached at the current moment Because i know you dont need it to initially start the car to see if it runs. Maybe dsms are different? All i want to be able to do is just basically start it for like 5 seconds and make sure it runs then smooth then put the final touches on it. Do you think the radiator not being in there has something to do with it?
 
I would advise to put your ecu in his car, and test. If something is wrong with your car that caused you to blow your ecu, sometimes it can cause the same thing with the next one.
 
Radiator has nothing to do with it.

Have you check for CELs?

You need to know if you have power to the fuel injectors, and if you have power to the coil. If you see 12v at injectors 1/4 and 12v at the coil. Than I would check that there is power to Cam angle sensor and crack angle sensor. I would be positive Cam/Crank/Injectors/coil are getting power before moving on.

After that unless you have expensive diagnostic equipment. You don't have much choice but swapping to known good parts. ECU / Cam / Crank sensors.
 
There is no CEL, but i will test everything asap that everyone listed. I have a 7 bolt. thanks alot guys
