Need suggestions to help pass emissions

My mods are in my profile. I'm about to get a 3in Magnaflow spun cat installed to help. I'm worried about the external wastegate being dumped to the atmosphere more than anything. But that's the way I bought the car. It's tuned fairly conservatively right now at 15psi and E-85 and the injectors are maxed out. Any suggestions on tuning or ways to pass? I'm in CO.

I would talk to some guys from CO and see what they say. It also helps to find a "good" mechanic if you know what i mean. I would see if you have any buddies that know one. It also goes by your county. Some counties will allow pretty much anything, and others will be naxi-Cali on you.
