need help with timing belt job

the ballance shaft sprocket was moved about 20 revolutions and i have no idea which way or how many times it was moved, can i just line it back up and put on the bs belt or do i need to pull the pan or what?
 
Is there any play in the balance shaft sprocket? if so you'll want to pull the pan and make sure you haven't ruined any bearings. For myself I would say remove those stupid balance shafts. A kit from slowboy costs about $42 Its not that hard of a job and it'll save you alot of pain in the future. (I have a wrecked motor to prove it). I don't think it having been turned will hurt anything though if the sprocket doesn't have play. Line it up correctly and you should be fine if you don't do the removal.
 
It doesn't matter how many turns either of the balance shafts have been turned.
The front/upper shaft just needs to be set to it's timing mark.
The rear/lower shaft needs to in the correct phase and aligned to the mark as described in the VFAQ before you can put the timing belt on. If the belt is already on then you'll have to check that's it's aligned and phased first and redo the belt if it's not.

the timing belt job is for my brother from michigan he goes back on the forth and its a street gst, i will do it to my 6 bolt but leave it alone on my junker stock motors
