Okay so I bought my 99 eclipse gs stock about a year ago, besides some type of cat back exhaust not sure the brand. anyways the CEL was on when I bought it and it read p1495 which Is just an emission code, so I cleared it and took it to Echeck and passed no problem. Shorty after the CEL came back on with the same code of course and I just drove it, and it finally went away for about 6 months. Well the other night I was driving and blew the interior fuse (which I didnt know was the problem at the time), figuring a wire was loose I hit the dash to see if theyd come on because my tail lights also went out (being on the same circuit). As soon as i hit the dash the CEL came on!!! So I plugged my computer in and its the p1495 code, so determined to fix it this time i did my research and found its related to the EVAP system, specifically the ldp solenoid circuit. One thing I noticed is when I take off and get on it really hard when I come to a stop I can smell gas. So my assumption is its a line of some sort. My question is do i drop the tank and check lines under there? or are there lines to check under the hood first? I can't seem to find too much info on the problem even when searching just 420a's in general (pt cruisers, neons, etc)

p1495 would usually indicate an air leak in the evap system. That is probably why you are smelling fuel. I would jack it up and look at the hoses from the evaporation canister to the tank. It could also be something as simple as a bad gas cap. The blown fuse is totally unrelated to what is going on with the evap system.
 
I plan on looking into it tonight when I get off work another thing I forgot I mention is it always stalls on first attempt to Start without giving it any gas. But if you crank it again right away it fires up fine could that be related to the same problem?
 
Well clear the code once you have the problem resolved and see what happens from there, stalling could be a bad vacuum line, just check out wiring, make sure you have gas, and go from there.
