Need help with O2 sensor

My brother has a 91 Eagle talon and after 18months his car is running. There's one problem though. The engine is running really really rough. It doesn't sound like it's missing but the exhaust does smell like gas. I wanted to see if the car was running rich so I tried to check the O2 sensor voltage. I grabbed my handy DSM CD manual and voltmeter thinking that I was going to be able to find an answer to my suspicions. I could not get any voltage from the O2 sensor side. I get 11volts on the heater side with the engine off but key on, or with engine running. So I tried to check for resistance on the sensor side and I get OL. At this time I am thinking I have a bad O2 sensor so to verify my conclusions I checked the powerside of the O2 connector to see if there was voltage. On the same set of wires, I checked for voltage but got 0V. On the heater side I got 11v again. So I am thinking there's a short on the red wire but unfortunately the DSM cd makes it really hard to find anything you need. I am use to hondas and this manual is starting to piss me off. So to see how much the injectors were staying on, I tried to get some pulse measurements from each injector. They were all over the page, some were staying on longer while others were closing sooner. I also noticed damaged to two of the injectors wire. There's a lot of damaged wires. I already replaced and fixed some damaged connectors and terminals. With so many things going on, I am thinking about buying a brand new engine wire harness. I want to check the Knock sensor to see how bad the engine is missing or knocking. Does anyone know voltage values for 0,1,2,10 knocks??? Any help from any one would be greatly appreciated.

I have a 90 eagle Talon TSI and my brother owns a 91. His car runs but like I said, the engine vibrates a lot. I just order a pocketlogger from digitaltuning and now I am just playing a waiting game. I tried looking at the electrical eschematics but instead I get lost. I can't find what powers the red wire on O2 sensor connector powerside. If I knew where it was coming from then I could see if it's a fuse or ecu. Also on my 90 talon (it runs fine but it can't build boost) I tried checking the voltage on the wires and I got the same result. A set of wires will have 12v and the others will show 0v. I unplugged the 02 sensor connector and no check engine light came on. I know the check engine light works because I unplug a sensor from the thermostat housing and it came on. The engine did not change idle, sound, or change physical movement (how much it vibrates) when I removed the 02 sensor. I found that to be odd. I checked the pulse on my car's injectors and they are running at 150-160ms at operating temperature. Before we start tunning my brothers car, I would like to know if it's running really lean or rich and the only way that I can do it is if the stupid sensor works. I find it hard to belief that both eagle talons have the same issue with no volts to a pair of 02 sensor wires and OL resistance on the sensor side. It would be nice to see if the ecu grounds and what powers the sensor side of the 02 on the eschematics. Anyways.....I don't know a whole lot about DSM and if any one out there has come across a similar problem, please.....your help would be greatly appreciated
 
With that amount of mods I dont see how you dont have somesort of a logger yet. How do you plan on tunning the car without one? www.pocketlogger.com has a great logger for 1G's that will let you, for sure, what is going on. You also may want to get bigger injectors you will probably max out those 550's
