My 96 eagle awd tsi failed emissions

Emission I/M incomplete intermittently. I have a 96 Eagle Talon 2.0L turbo DOHC PFI. The emission test will fail for 5 monitor test (catalyst, Evap Sys, Oxygen Sens, Oxygen heater, EGR Sys). After doing the drive test for about 45 minutes, all, but 2 I/M's will be ok. Then you turn off the ignition key and all 5 I/M will become incomplete again. So if you try and pass emissions you will fail. There appears to be a problem with the PCM storing last data of I/M. There are NO stored trouble codes, but the key on-off mode will flash a 12 and a 55. It appears that 12 could be related to battery disconnected, so I believe there is a bad connection to the PCM for this 12 volt sensor. Have you heard of this problem and do you have any suggestions on the fix?
