Can I get a rebuild kit and crank for a 4g64 and have my 4g63 bored out and stroked... pretty easily... to create my own 2.4 litre DOHC engine? I know, enough money can do anything, but is this somewhat cost effective.

I am only posting in this forum because it is a pretty general question... I don't know 100% about the 4g64.
 
You could just go to the junkyard and get a 4G64 block and have the bottom end rebuilt...

You could do that, but you could also mate the 63 head to a complete 64 bottom end for a lot less cash.

You can clearance the 63 block for a 64 crank, but the bore is not usually increased for displacement gains. Remember, the thinner the cylinder walls are, the more prone they are to failure. Get a 64 block, do a clean-up and then slap on the 63 head.
