Just got my Manual Boost Controller,Now some Q's

Ok i just got my MBC but theirs a question i have..I dont know what to do with the Piece thats circled in the PIC....Parts didnt come with the instructions and im curious to what it is.I want to make sure the installation is correct so i need to double check with ya'll...

I didn't mess with my stock BSC. Once you install your own boost controller you'll be bypassing this anyway.
