jumped timing twice

Ok i rebuilt my 92 eagle talon motor and just got done with it a couple of weeks ago. since rebuilding the motor I've had it timed twice and its jumped timing twice i don't understand why I've not done any hard pulls on the engine and everything on the engine is new. i need help bad please and one other thing when it is timed right it still misfires i can't rap my head around this...p.s. the belt is rubbing on something too.

You install new tensioner? and make sure the belt is nice and tight, but not to tight? when you install...

yes i did and the last time a professional installed it so i don't understand.

Check to see how hard it is to turn the engine by hand. Remove spark plugs.

If you need more then a 1/2 inch foot long ratchet, might be lookin at some to tight tolerances or something along them lines.
