I Have A 99 Rs With Cai, Headers,downpipe, Full Exhaust No Cat, And Port N Polished Throtle Body. I Just Want To Know What Would Be Best.

Dont get either one, there both junk. Save a bit more cash and get an afx ecu.

Which would mean you have to be 1997, so just skip ECU mods altogether.

Nay. 97 only. I know of one person who's running it in a 96, but even so, 98-99 aren't even possible and 95 is OBD1.
