Jdm 7 bolt into 95 gst and dies at neutral

This is for a friend of mine.
She recently bought a 95 gst, oddly enough my previous gst , and the motor on it went, so we had a buddy of ours swap over a jdm 7 bolt motor into it yesterday.
Motor runs nice and smooth, swap was done right.
Problem all started when we first cranked it it would surge a little and then it completely went away after about 20 minutes and all it will do is idle at 1500, we tried adjusting the tps and biss screw to no avail.
So we drove the car back to her house, and on the way over, every time we would come almost to a stop, in other words pop it in neutral the car would just die. Just like that. And when we cranked it we had to give it gas or it would just die right away too.
I know off the top of my head it needs a new biss kit cause it is a little leaky, but i don't think that's enough to be causing this issue. Any ideas ?

when you come to stop would it stay on if you would give it gas?? I had a similar problem like that in an old car i had. but it wasn't fuel injected we had to adjust the carb on it and it worked. SO no cel is on either??

There is a CEL on her car, we have to get it checked out, and when she comes to a stop it just dies, unless she gives it gas or free revs it continously without stopping.

Vacuum leaks, and check to make sure the o2 housing is completely sealed
