ISC Bad?

I've been having this idling problem since i bought the car. When rolling over 15 mph the idle stays up at about 2100 rpm, otherwise below 15 mph its right at about 850, 900ish. If i unplug the isc this problem goes away. I ohmed my original one and it came out to be like 50 ohms from every coil at room temp. I had another one lying around that ohmed just a hair lower at like 48 ohms all across. I know spec is 28-33, but ive had people tell me when a coil goes it has over a 100 ohms of resistance. Is my isc actually bad or do i have some fried caps in my ecu?
 
Yep, probably the ISC is bad. Leave it unplugged and set the idle with BISS and you are set. I unplugged mine along time ago and have rock solid idle.
 
Unplugging the isc can have an unstable idle because the isc will stay right where it was when it was unplugged. This could be in a position where it is allowing air past the throttle body still and keeping your idle unstable.

It needs to either be blocked off properly or it needs to be replaced with a working ISC.

Btw, a broken isc left plugged in is one of the things that fries ecu's.
