Is this 4G63 block toast?

Ok, my second car '89 Galant 2.0 SOHC had some sort of engine break down.

From all the symptoms it's pretty clear that it's internal. No coolant, no oil, lots of noises...

The thing is that I decided to get to the bottom of it, and started to unassemble the engine.

Basically I removed everything, but when I tried to get the head off, one of the bolts got stuck, it came out 3 or so turns, but then became pretty damn solid with the block.

I used very heavy duty wrench with 0.8 meter (3ft) arm, and after lots of tries of turning it back and forth the wrench ate through the head of the main bolt.

From what I gather, used block for this car can go for like 100$, but either way, I'd like to get the head of this one off, and maybe rebuild it. Does anyone know what can I do, and if the block can be repaired if only the bolt is the culprit?

Also, is there any point in porting this SOHC engine? It would be a good test to see if local shops are skilled enough with 4G63 engines so that I could take the 4G63T from my car to them later. But the NA cars are tricky, so I'm afraid porting can do more harm than good, turbulence inside intake or something?
