is some timing belt whine normal

to make a long story short my balance shaft belt broke and broke the timing belt and then all the valves. all of the balance shaft pulley spun freely so I installed new belts on both and new head. I have the proper quarter inch deflection in the balance shaft belt. and the timing belt tension is automatically set when I move the timing belt up and down between the cams it has a little slack which seems normal but I hear a slight whine coming from the belt area is this normal or is it a problem

slack between the cams tells you nothing. Only two things matter. Are the marks correct and is the protrusion of the tensioner correct. These are objective and there can be no guesswork. Tension is not "set automatically" whatever that means.
 
yes marks are on. and tensioner is correct. its a hydraulic auto tensioner so yes it is set automatically by the pressure it puts on tensioner assmebly after setting the eccentric wheel tension. its just the sound some belts make when slightly tight. maybe its normal i dunno. its not that loud just noticable since im nervous now that the car blew up 2nd day i had it.
 
update, i again today re did the belt, i used new tensioner/idler/balance shaft pulleys, tensioned belt exactly to spec. everything checks out.. it still has a slight whine, when i listen closer its coming from the oil pump area. so i dont even think its the belt. its not loud but if i listen closely i can hear it by the crank pulley. maybe its normal
