Intermittent misfire on 1&4

Dealing with an on going issue. Car has a slight misfire on #1 & #4. Its not a hard miss so I've pulled the coil pack off. Measured resistances on primary of 1.2 ohms and secondary was 12.3 on a 200k scale. Not a 100% on the secondary but I'm pretty sure its shot.
My question is could the misfire on 1&4 be cause by something else along with the bad coil?

When you say wiring do you mean plugs and wires? New ngk plugs and wires installed last week.

Changed the coil pack and it runs much better. Cruising and under throttle have improved dramatically. It still has a sputter at idle though. I guess ill be testing TPS and ISC soon.
