I recently installed a 1G throttle body on my car. I'm pretty sure I got the TPS adjusted correctly after removing the TB an extra time and adding hex head screws (these allow you to actually turn the bottom screw!). I turned the TPS clockwise to the point it barely had continuity just before the point where the multimeter shows the 1 which means no continuity with a piece of paper folded 4 times. Now the car surges from 1150 to around 1750 bouncing back and forth. When I turn on the AC it stops bouncing and stays at around 1100. Vacuum on the boost gauge shows just under 20 psi at 1100. I've blocked the port to the FIAV, replaced the shaft seals, EGR was already blocked off with a plate, capped off all vacuum lines on the TB except boost gauge line, and continue to have the surge which is just like before with the 2G TB. What else could it be?

The RRE directions for setting the TPS don't seem to make sense. When you rotate the TPS all the way counter clockwise you already have continuity so turning it until you have continuity seems incorrect. I assume it was supposed to say turn the TPS until the point just before you lose continuity. The how to I found for blocking off the FIAV with JBweld seemed to show just one port which has to be filled in should I have filled two of them?

Thanks for the link, I have read it many times and I'll read it again now. I measured the resistance of the ISC coils and they were all 28 ohms. Does the fact that the idle is stable with the AC on mean the ISC is faulty or that its good?
I did not check it to see if it moves in and out because I had no 6v batteries handy. The only things that could now cause this as far as I can tell are: bad ISC or its o-ring leaking, leaking fuel injector seals, leaking intake manifold, maybe I didn't completly block the FIAV, or a bad ECU.
The fact that my vacuum is around 18-19 at the 1100 idle seems to point to a faulty sensor.

I'm not sure what fixed it, but the idle surge is gone!
