Idle surge/throttle sticking

I have a FIAV/ISC block off plate, and for some reason i am starting to get idle surge again. It seems as if my idle is surging because my throttle plate isn't closing all the way. I can kind of make the surge go away by tapping the gas pedal hard and quick then release and it will drop to were i set it(750rpm) and sit there until i push the pedal in. When i took the throttle body off i cleaned it and check to make sure nothing was keeping it from closing. Could bad throttle seals cause the throttle plate to get stuck. Any help would be great, thanks.

I had some similar issues when I first replaced my shaft seals. I would check to see if you overtightened the two nuts on either end of the shaft. The one where the tps goes and on the opposing end. Mine were too tight at first and the plate wanted to get stuck in certain positions. Have you checked to make sure the cable isnt adjusted too tight on the back of the intake manifold?
 
Check your throttle cable and make sure you didn't make it too tight. I had a problem such as the one you explained and that was the cause.
 
Yeah, it turns out that when i tightened the bolt on the cruise control bow it was causing the throttle to stay open some. So i loosened the throttle cable some more and it helped a lot but not 100%. If i left off the gas at less than 50% throttle it will stick and the rpms sit at 1200. Its drivable now but still a little annoying. When i was messing with the throttle cable i realized that i could move the TB shaft up/down, side to side but not in or out.
