1G Idle Surge - Need Help!

Ever since I bought my car last year I haven't been able to drive it. It surges so bad it's dangerous to drive on the street. The car will jerk violently while cruising. I have replaced the ISC, TPS, IAC, Alternator, Battery, I even replaced the exhaust manifold gasket. I have sunken way to much money into this car and just need it fixed. It is a 1991 fwd non turbo talon. The engine was rebuilt from the last owner. Could a Fiav block off fix the problem? Or possibly new ECU?

Btw two of the lower sensors of the thermostat housing are not connected, the wires are chewed up. I

Those chewed up wires would be the reason why you are having a problem. Fix the temperature senders wires and what ever the other sensor is and I bet you will be surprised. The ECU "looks" at those sensors for correct operation.
