Idle surge/lean condition/no surge when moving

I am at wits end with this thing, I've tried just about everything to figure out my surge. I've done a BLT, and I've tried to set everything up to the best of my abilities. I've replaced my TPS and IAC as well. When I first start the car, it slowly climbs to about 2800 RPM, then cuts out to about 2500 and surges between the two, and it slowly goes down as it gets warm and surges between 1000-1500 RPM.

When I'm rolling in neutral, it stays steady at 1400, until I stop, then the surge starts right back up. My logger on my laptop says I'm running lean under acceleration and cycles a little rich at idle as well. Any help is appreciated.

I've read that about a dozen times over, I just find it hard to believe that I don't surge while I'm moving but I do at a stop.

Im confused I didn't know my car surges while I drive it only when its idling, have you done any of those tests?

Yes I have, that's why I'm so stumped. It doesn't buck while I drive it, I mean if you're rolling and throw it into neutral, it wont surge. But as soon as you stop, it'll creep up to 1500 then boom-surge.
