idle? I'm stumped

Last year I was starting to get idle surge on my 91 talon TSI. So over the winter I had the TB rebuilt by throttle bodies.com. Now I'm getting the car ready for spring and I have idle surge worse then before:barf: I've replaced the ISC as well as the TPS. I've also had a shop go through the car and replace all vacuum lines and boost leak check everything. I've also tried replacing the TB with a know working one (off a friends car,worked fine on his car but same problem on mine) Now here is the strange part. Once the car has warmed up and you blip the throttle a bit it stops and idles fine. The car runs fine but when stopping at a light or stop sign it bounces between 600-1300 RPM. tap the gas a couple times and it evens out. So I have no idea what to look at next.
 
Yes I followed the VAQ. I've tried 2 different ISC both bench tested OK. Since it has happened on 2 different TB. I was thinking it was something in the cruse control or the throttle cable:talon:
