idle? I'm stumped

Last year I was starting to get idle surge on my 91 talon TSI. So over the winter I had the TB rebuilt by throttle bodies.com. Now I'm getting the car ready for spring and I have idle surge worse then before I've replaced the ISC as well as the TPS. I've also had a shop go through the car and replace all vacuum lines and boost leak check everything. I've also tried replacing the TB with a know working one (off a friends car,worked fine on his car but same problem on mine) Now here is the strange part. Once the car has warmed up and you blip the throttle a bit it stops and idles fine. The car runs fine but when stopping at a light or stop sign it bounces between 600-1300 RPM. tap the gas a couple times and it evens out. So I have no idea what to look at next.

FIAV and check for vacuum leaks. Where did you get the new ISC from? It still might be defective. Did you try the troubleshooting from vfaq?

Yes I followed the VAQ. I've tried 2 different ISC both bench tested OK. Since it has happened on 2 different TB. I was thinking it was something in the cruse control or the throttle cable
